Doug ShamonPresident & Chief Executive Officer

Mr. Shamon is a principal and the Chief Executive Officer of ADPI.  With 15 years of healthcare business services and over 25 years of financial management experience, Mr. Shamon has held previous positions as Executive Vice President, Chief Financial Officer and Director of Certus Corporation, a healthcare services company, Chief Financial Officer at Transcend Services, Inc., and several other senior management positions including, Executive Vice President and Chief Financial Officer for both the Physician Services and Hospital Services division of Per Se’ Technologies, Inc.  Mr. Shamon began his career with Arthur Andersen and Co. and also has experience with KPMG.

Mr. Shamon graduated from the Carroll School of Management at Boston College in 1983 majoring in accounting and computer science and holds an MBA degree with a concentration in finance from San Diego State University .  Mr. Shamon is also a Certified Public Accountant.

Ken CookeChief Operating Officer

With over 20 years of operational experience, Mr. Cooke will join ADPI in the first quarter of 2008 as the Chief Operating Officer.  Mr. Cooke was the US and Global CIO for PricewaterhouseCoopers, where he was responsible for establishing and delivering the firm’s technology strategy.  In addition, Mr. Cooke was also Managing Officer for the firm’s Enterprise Solutions Center whose mission is to provide information and transaction processing through shared services to create optimal positioning in the industry.  Mr. Cooke has also held positions as US E-Business Leader, Global Leader of E-Business, Deputy Senior Partner for Operation, West Region Tax Managing Partner and various other positions within PwC.  

Mr. Cooke completed his undergraduate studies in Business/Economics at Marietta College and received an MBA from Ohio University

Brad WilliamsVice President-Finance

Mr. Williams joined ADPI in October 2003 and serves as Vice President- Controller.   Mr. Williams has over 20 years experience in financial management and is a Certified Public Accountant.  Prior to joining the company, Mr. Williams was Vice President and Treasurer for Hollywood Entertainment Corp. located in Portland, Oregon and has held various senior financial management roles including Senior Director of Finance for CompUSA, Inc.; Chief Accounting Officer for Lifetime Products, Inc.; and Vice President and Controller for Western Insurance Companies of Texas.  Mr. Williams began his career in public accounting by serving almost 5 years with PriceWaterhouseCoopers, LLP in Dallas , Texas .

Mr. Williams graduated from Baylor University in 1983 with a Bachelor of Business Administration degree in Accounting.

David Poole Vice President- Reimbursement & Process Improvement

Mr. Poole brings extensive knowledge of 3rd party billing through his 25 years of healthcare billing experience.  Mr. Poole has held senior management positions with Medical Management Sciences, Blue Cross Blue Shield, and Per Se’ Technologies.  Mr. Poole has also started and successfully run his own independent healthcare billing consulting company. 

Mr. Poole started his career in healthcare in the US Navy where he graduated as a Surgical Technologist. Subsequent to his service, he attended Kent State University for 4 years. Mr. Poole was also a senior executive at a hospital in Ohio before joining Blue Cross and Blue Shield.

Joseph McCloskeyVice President-Compliance & Quality Control

Mr. McCloskey brings over 25 years of experience in medical billing to ADPI, including Regional Director with Per Se’ Technologies, Inc. in its Physician Services Division.  He was also a founder and principal of Consolidated Medical Services and managed the Physician Division of Shared Medical Services.  Mr. McCloskey began his healthcare career with Medicare contractors where he was a Director in the Medicare Program.

 Mr. McCloskey holds a Masters in Healthcare Administration from Long Island University .  As one of only about 400 people nationally to hold a Certification in Health Care Compliance from the Health Care Compliance Association, Mr. McCloskey is a Certified Health Care Billing and Management Executive. He brings a wealth of experience and knowledge of medical EMS billing to ADPI, along with excellent credentials in compliance.

Rick Fossier Vice President-Business Development

Mr. Fossier brings over 17 years of Sales and Sales Management experience to ADPI and is now in his fourth year of heading up the ADPI business development efforts.  Prior to ADPI, Mr. Fossier served as the Vice President of Sales for a Nashville based Media Company.  Having been part of the sales organizations for Fortune 500 Companies as well as start-up organizations, Mr. Fossier has the experience and understanding needed to work with EMS agencies of all sizes, ensuring ADPI remains customer-focused in every situation. 

Mr. Fossier attended both Yale University and Michigan State University and holds a Bachelor of Arts degree in Advertising.

Jack Donahue Vice President -Miami Processing Center Operations

Mr. Donahue has 11 years of experience implementing strategic technology solutions that enable the optimization of business processes and revenue.  The solutions range from development of new applications, to implementation of packaged solutions, to development of complex system integrations.  Prior to joining ADPI, Mr. Donahue was a Senior Manager at BearingPoint.  Prior to BearingPoint, he was a Senior Manager at Arthur Anderson, LLP.

Mr. Donahue received his undergraduate degree in Business Administration-Finance from the University of Notre Dame before receiving an MBA in Global Management and Decision Information Sciences from the University of Florida .  He received his Executive Masters in Healthcare Administration from the University of Florida in 2004.

Pamela Olkowski Vice President-Denver Processing Center Operations

Ms. Olkowski has 25 years experience in the health care industry, predominantly in medical billing and A/R management.  Prior to joining ADPI, Ms. Olkowski was Director of Professional Services and Technical Support Zoll Data Systems. She also held positions with TriZetto as Director of Operations, with Integrated Management Solutions as A/R Consultant, and with TransCare New York as Director of Reimbursement. 

Ms. Olkowski graduated from C.U.N.Y. at Queens College Cum Laude with a Bachelors degree.

Janice Metzger Vice President- Houston Processing Center Operations

Janice Metzger joins ADPI as a Regional Director with over 20 years of business experience, 10 of which was dedicated to ambulance billing.  She oversaw financial operations of two large systems each with 100,000 transports per year and streamlined numerous processes in billing offices for optimum operation.  Ms. Metzger has served as liaison to Medicare and Medicaid regional representatives to affect policies and work on problem resolutions in FL and TX.  Worked with legislators (with other Texas Ambulance Association. representatives) to enact additional Medicaid funding legislation and rules regarding Medicaid reimbursement. Janice has also been a speaker at state trade meetings as well as national conferences.  Topics included benchmarking, performance measurement, billing efficiencies, billing software conversion challenges/successes.

Ms. Metzger graduated University of South Florida and obtained 5th year from St. Leo College to meet 5th year CPA requirements.  Ms. Metzger is a Certified Public Accountant.

Jackie Nash Director of Operations- Chicago

Ms. Nash has over 17 years experience in the health care industry with her primary focus on medical billing, reimbursement support and compliance.  Prior to joining ADPI, she managed several medical billing offices as well as serving in the role of compliance auditor and reimbursement support manager. 

Ms. Nash is a member of the Health Care Compliance Association and the American Academy of Professional Coders. She is also a Certified Professional Coder.

Tom Huguenard

Director of Operations

Columbus Processing Center

Mr. Huguenard has over 22 years experience in the health care industry, predominantly in medical billing and A/R management.  Prior to joining ADPI, Mr. Huguenard was Director of Operations for Comprehensive Medical Practice Management. He also held a Senior Management position with Medical Management Sciences where he was instrumental in the start up and turn-around operations of multiple medical billing offices.  Mr. Huguenard has developed and managed successful billing offices throughout the Southeast, Midwest and Western States .

Mr. Huguenard graduated from Western Michigan University with a Bachelors degree in Business Administration and Health Care Administration.

Mori Moriuchi

Regional Director

Oakland Processing Center

Mr. Moriuchi brings over 30 years of experience in healthcare experience to ADPI.  He has provided revenue cycle strategic and operations improvement assessments and implementation consulting services for hospital business offices.  He most recently served as the Chief Compliance Officer for 300+ employees in six regional and home offices across the county providing accounts receivable billing, coding, HIM consulting and outsourcing, and government reimbursement services.   

Mr. Moriuchi holds a MBA in Health Services Administration from Golden Gate University , SF, CA and a MSE in Industrial and Operations Engineering from University of Michigan .  Mr. Moriuchi is Certified in Healthcare Compliance and is a Certified Compliance and Ethics Professional.

Ric Rountree Director of Operations

Mr. Rountree has over 25 years in the healthcare industry including A/R management; billing systems development; billing system installation; development of staff and management training programs; and in providing client practice manage services.  He has participated in the review and audit of over 75 hospital based physician practices, and has been responsible for the successful installation, set-up, and training of over 30 stand alone physician billing systems.  Mr. Rountree began his career by participating in the development and implementation of a hospital based physician billing package, the core of which is still in use today by one of the nations leading supplier of accounts receivable management services.  He has supervised the start-up of over 30 billing offices and in each case met or exceeded projections.  Ric has also managed a billing facility with 80 employees and served over 100 physician clients.   Mr. Rountree holds an A.A.S., Data Processing Technology from Tidewater Community College. He has also attended numerous HCFA, Medicare, Medicaid and other third party seminar.

Joe Belfer Director of Application Development and Support

Mr. Belfer joined ADPI in 2005 and is the Director of Application Development and Support.  At ADPI, he has responsibility over all software related projects including data integration between over 15 unique client and partner systems.  He has over 9 years leading and participating in a variety of enterprise level IT solutions using multiple advanced technology platforms. Prior to joining ADPI, he held the title of Senior Consultant at Arthur Andersen Business Consulting and Senior Programmer/Analyst at a leading travel company.  Mr. Belfer received his undergraduate degree in Business Administration-Management Information Systems from The University of Texas at Austin and is also a certified First Responder.
